The ATS module works just fine. Just remember that it will only target those ships/drones that are actively aggressing you and within the module's range. I personally use them quite a bit on PvP ships where I can't fit anything else in the spare highs, and always use them on logistics and ECM ships to get the extra targets. For PvP, especially on interceptors, I find them highly useful for determining when I've got drones attacking me.

No. Its an active module, which means you have to have it turned on to gain the auto-targeting feature. However, the extra targets are a passive benefit, meaning you do not have to turn the module on to receive the extra targets. If you need to see this in-game, go practice with your buddy... Trust me, they are worthwhile modules for certain situations. For example, I fly an interceptor a lot in fleets, but I keep drones off my overview to help clean up my overview and screen. The beauty of this module is that this module tells me the instant someone's drones lock me up. I can then engage the drones or disengage from the fight.

Make sure the module is active, and it WILL target any enemy that aggresses you, that's inside the modules range. Notice that the range on the ATS I is 45km or something. If the aggressing ship is at 60km when it locks you up, the ATS will not target it.

Well, I'll admit I have limited experience with them in PvE (mostly belt rats), but I've used them a lot in PvP, and if the module is active, and if the target is in range, the module will automatically lock the aggressing ship/drone. It still takes your scan resolution into account, so if it takes you 5 secs to lock a drone-sized target, it will take the module 5 secs to lock up the aggressing drone. It doesn't depend on your auto-target back setting, because mine is turned off and the ATS still works.
